Constance Nalishebo Muleabai is a Zambian politician who has served as the Mayor of Livingstone City Council since 2023, leading the government of one of Zambia’s most prominent tourism and heritage cities.[1]

Early life and background

Constance Nalishebo Muleabai was born in Livingstone, Southern Province, Zambia. She grew up in the area she would later represent in local government, and her career in public service and politics is rooted in both community engagement and municipal leadership.

Political career

Mayor of Livingstone

In 2023, Muleabai was elected as Mayor of Livingstone City, the capital of Southern Province and a key economic and tourism hub in Zambia. As mayor, she presides over City Council meetings, provides leadership for municipal development, and represents the city in civic and diplomatic engagements.[2]

In her role, she has emphasised urban development, tourism promotion, and community wellbeing, calling for improvements in council services and local economic growth. In January 2024, for example, she publicly expressed concern over mothers taking young children into bars and called for community responses to social issues affecting children’s welfare in the city.[3]

Muleabai has also represented Livingstone at major events, including serving as a keynote speaker and host for tourism and economic forums such as the 2nd UN Tourism Africa & Americas Summit, where she highlighted Livingstone’s strategic role in tourism growth and regional development.[4]

In early 2025, Muleabai was arrested and charged by the Anti-Corruption Commission (ACC) with two counts of corrupt practices involving alleged cash inducements tied to property rates remission at Livingstone City Council during 2023. The prosecution alleged she had solicited and received K180,000 in connection with the cancellation of property rates for a private company.[5]

Throughout the trial proceedings, Muleabai denied the charges, asserting that she never solicited nor received any cash and that remission of property rates fell under the council’s administrative processes rather than mayoral authority.[6]

By late 2025 the court had found that there was a prima facie case to answer, and Muleabai was placed on her defence. There were several adjournments, including one in late November 2025 that was attributed to her absence due to high blood pressure and related health issues.[7]

On 2 February 2026, the Livingstone Magistrates’ Court acquitted Muleabai of all corruption charges, ruling that the prosecution had failed to prove the case beyond reasonable doubt. The presiding magistrate also criticised the Anti-Corruption Commission for insufficient evidence, and her supporters celebrated the judgment as a vindication.[8]

Community and civic initiatives

In addition to legal and political responsibilities, Mayor Muleabai has championed programmes focusing on economic empowerment, infrastructure improvement and social services. She has participated in civic engagements promoting digital financial inclusion among small and medium enterprises, urging local entrepreneurs to leverage digital tools to enhance business operations.[9]

Personal life

Constance Nalishebo Muleabai is a Christian by faith and has spoken publicly about her belief in serving the community with integrity, respecting diverse backgrounds, and placing emphasis on the wellbeing of children, youth and women in Livingstone’s civic development.[10]
