Arthur Yoyo was a Zambian journalist, civil servant, and presidential press aide. He served as Press and Public Relations Officer under President Levy Mwanawasa and later held Permanent Secretary roles in multiple ministries, including Labour and Social Security, Youth and Sport, and in Copperbelt Province.

Journalism career

Yoyo began his career as a journalist and served as Sports Editor at the Zambia Daily Mail before transitioning into public service.[1]

He was appointed Press and Public Relations Officer to President Levy Mwanawasa. In subsequent years, he served as Permanent Secretary in several ministries:

Resignation and controversy

In late 2002, Yoyo was arrested by Zambia’s Anti-Corruption Commission (ACC) and charged with corruption and abuse of office, leading to his suspension from duty. The case received considerable attention but was later overshadowed by other high-profile officials involved in scandal under President Frederick Chiluba’s era. Yoyo was not convicted publicly after his suspension remained in effect throughout Mwanawasa's term.[2]

Death

Arthur Yoyo died on 8 September 2015 at the University Teaching Hospital (UTH) in Lusaka after a prolonged battle with kidney failure. He was approximately 70 years old. He was survived by his spouse, seven children, and eleven grandchildren.[3]
