2025 Technical Committee on Constitutional Amendment
The Technical Committee on Constitutional Amendments is was 25-member body appointed by the President, Hakainde Hichilema, on October 2, 2025, to undertake a consultative process for reviewing and proposing amendments to the Constitution of Zambia.
Purpose and Mandate
The Committee's primary goal is to ensure that constitutional reforms are participatory, transparent, and reflect the aspirations of the Zambian people. Its mandate includes facilitating nationwide consultations, reviewing relevant constitutional provisions, drafting proposed amendments with justifications, and compiling a report of its findings and recommendations.
Key Areas of Focus
The Committee's work has concentrated on areas such as the electoral process, inclusivity in governance for women, youth, and persons with disabilities, terms of office for various officials, by-elections and fresh nominations, and qualifications and tenure of constitutional office holders.
Process and Status
Chaired by retired Supreme Court Judge Christopher Mushabati and vice-chaired by Dr. Landilani Banda, the Committee conducted consultations across all provinces and districts in Zambia through physical and virtual sittings. Public participation was encouraged through various means, including a dedicated website www.constitution.gov.zm. The consultation period concluded on December 1, 2025, and the Committee submitted its report, including draft amendments, to President Hichilema. The Committee received a record-breaking 11,860 submissions. The report is anticipated to be debated and voted on in Parliament.
