The second inauguration of Edgar Lungu marked the beginning of the second term of Edgar Lungu as 6th President of Zambia and Inonge Wina as Vice President. A public ceremony took place on Tuesday, September 13, 2016 at the National Heroes Stadium[1]. The day of the inauguration was set as a public holiday and Monday September 12 ,2016 as a half working day[2][3].Lungu won the controversial 2016 presidential election, receiving 50.35% of the vote. The election received various criticisms from the opposition United Party for National Development (UPND) and the opposition petitioned the High court to block the inauguration. However, the high court rejected the application.[4]

Planning

Preparations of the inguration

The planning of the inauguration of President-elect Edgar Lungu started on the 16th of August but the planing and works were suspended[5]after a presidential petition was filed in an urgent application contesting the validity of President Edgar Lungu’s win by Hakainde Hichilema, UPND President and his running mate Geoffrey Bwalya Mwamba[6]. On 5 September The Constitutional Court dismissed the petition against the election of President Edgar Lungu by United Party for National Development leader Hakainde Hichilema and his running mate Geoffrey Bwalya Mwamba on grounds that its mandate lapsed at 23:59 on Friday[7]. After this the preparations started for the inauguration of president-elect Monday 12 September was set a half working day and Tuesday 13 was a public holiday[3].

On September 12, 2016, Lungu went and visited the prisoners and donated goods to the inmates. The Zambia Correctional Services mounted Guard of honour to President Edgar Lungu he then inspected the guard of honour. He then handed over computers, Fridges, and Electrical pots to inmates.[8]

The official swearing-in ceremony took place at Heroes Stadium in Lusaka from 0800 hours (CAT) on 13 September 2016. Lungu arrived at the swearing in venue with his wife to a roaring crowd at 0935 (CAT). A priest delivered a prayer to commence the official proceedings. Under the observation of the Chief Justice of Zambia, Irene Mambilima, at 0900 (CAT) Lungu took his oath of office.[9]

Registrar of the Courts Charles Kafunda administered the oath of office to Lungu. Mr Lungu held a red bible in his left hand and recited the presidential oath[10].

I Edgar Chagwa Lungu having been constitutionally reelected to the office of president of the republic of Zambia, do swear that i will faithfully and diligently discharge my duties and perform my functions in this high office; that I will uphold and maintain the constitution and laws of Zambia and that I will dedicate my abilities to the service and welfare to the people of Zambia without fear, favour or I'll will. So help me GOD.

I Inonge Mutukwa Wina having been constitutionally reelected to the office of vice president of the republic of Zambia, do swear that i will faithfully and diligently discharge my duties and perform my functions in this high office; that I will uphold and maintain the constitution and laws of Zambia and that I will dedicate my abilities to the service and welfare to the people. of Zambia without fear, favour or I'll will. So help me GOD.

Inaugural address

After Edgar Lungu had recited the oath of office, where Lungu held the bible in his left hand and also the Vice President Wina took oath of office where Wina held the bible in her left hand.

In his 43 minutes inaugural speech, President Lungu has assured the nation that he will leave the nation better than he found it. He also disclosed that he will appoint a commission of inquiry to investigate post-election violence experienced in certain parts of the country. Lungu thanked the people of Zambia for exhibiting maturity after the elections by remaining peaceful even to extents of provocation. He said even though there were some pockets of hostility in certain parts of the country after the elections, Zambians generally conducted themselves in a peaceful manner. He has warned public workers not to engage in any corrupt activities saying they will face the wrath of the law without protection. He also assured that there is no time for him to settle scores saying he has a lot on his table in terms of development[11].

After the inaugural ceremony, President Lungu and First Lady Esther Lungu where the first to leave the ceremony followed by the Vice President.

As the African leaders and representatives began their journey to their respective home countries. Lungu and Mrs Wina joined several congressional guests for the inaugural luncheon held at State House which was organised by the Zambia International Trade Fair. Guests included the first Republican President Dr Kenneth Kaunda, fourth President Rupiah Banda, FDD President Edith Nawakwi[12], Former Deputy Minister of Works and Supply,Col. Mpanji Kaunda, Deputy Minister of Youth and Sports, Ronald Chitotela, Former Minister of Home Affairs, Davis Mwila, Patriotic Front Deputy National Secretary,Mumbi Phiri and other senior party officials[13].

President John Magufuli of Tanzania canceled his trip on 11 September 2016 due to the Tanzanian earthquake that occurred over the weekend, instead Vice President Samia Suluhu is expected to attend.
